Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) and Strategic Funding Increase (STRATFI)/Tactical Funding Increase (TACFI) Sole Source Programs

Overview

The Small Business Administration’s (SBA) Small Business Innovation Research (SBIR) program  encourages small business IT innovators to create technology breakthroughs and engage in Federal Research/Research and Development (R/R&D) to create new products and capabilities that bring value to Government and society as a whole. Through a competitive awards-based program, SBIR enables small businesses to explore their technological potential and contribute technology for use by the US Government and (through commercialization) US taxpayers. Strategic Funding Increase (STRATFI) is a U.S. Air Force-specific program that builds on SBIR efforts, offering larger follow-on investments to expedite, transition, and scale promising solutions for operational use within the service.  Supporting qualified small businesses through these federal funding programs spurs high-tech innovation and supports the nation’s entrepreneurial spirit in meeting specific research and development needs.

VivSoft’s Successful Track Record in SBIR-funded R&D: 
​VivSoft’s initial success in the federal marketplace was through the SBA’s SBIR program. In 2019, VivSoft was awarded a SBIR Phase I project to support the US Air Force’s Platform One (P1) software factory with a feasibility study on DevSecOps, Data Science, AI/ML, MLOps, and Platform Engineering.  Through subsequent SBIR Phase II and III contracts, this work expanded into a range of DevSecOps services and co-creation of our open source ENBUILD product, a DevSecOps accelerator with no licensing requirements. ENBUILD automates time-consuming deployment activities for cloud-based infrastructure, offering a persona-based UI to enable more rapid selection of web-based technical stack components.

STRATFI Contract Supporting NLP and Big Data Integration

After completing multiple SBIR contracts at P1 and the US Air Force Unified Platform (UP), VivSoft graduated to the STRATFI program. Through a $15M STRATFI task order, VivSoft is currently modernizing UP’s Big Data Platforms (BDPs) to leverage Natural Language Processing (NLP) solutions and provide next-gen cybersecurity capabilities which make predictive, AI-driven data inferences and intelligence available to Warfighters in real-time

SBIR Planning and Compliance Expertise:
​

With nine contracts awarded through the SBIR/ STRATFI process since 2019, VivSoft is an expert in understanding the complex requirements of pursuing SBIR-funded work.  We frequently assist customers with SBIR planning and compliance, helping them take advantage of available funding to advance key R&D projects in cybersecurity, AI/ML, NLP, DevSecOps, and other emerging technical areas.   The SBIR Program offers our existing and new customers:  

  1. Ability to sole source SBIR Phase III task orders or single award SBIR IDIQs against which task orders can be issued. This can be done based on existing SBIR Phase II awards, through USAF/ DoD-specific agencies, or through civilian agency sponsors.

  2. Exemption from SBA size standards for a procurement.

  3. No limits on the dollar size of a Phase III procurement.

  4. Phase III mandate which gives SBIR firms the right to be awarded a future Phase III award to the greatest extent practicable.

  5. The right to receive subcontracts for Phase III work on a sole-source basis under a government directed award as a subcontract in large business contract; and

The ability to pursue research, R&D, services, products, production, or any combination of those under a Phase III.
